Trooper the Bull Terrier was left abandoned and chained to a fence on the side of a highway as Hurricane Milton wreaked havoc in Florida one year ago. Today, Trooper has a new, loving home and joined FOX Weather alongside his owner Frank Spina to discuss their journey since the deadly storm.
