During a Friday press conference, U.S. Secretary of State Antony Blinken said talks with Indian officials had been “very productive” as he concluded a 9-day diplomatic tour addressing the Israel–Hamas conflict. On his third visit to India this year, Mr. Blinken was joined by U.S. Secretary of Defense Lloyd Austin to meet with Indian Foreign Minister Subrahmanyam Jaishankar and Minister of Defense Rajnath Singh for the annual “two-plus-two” talks between the countries, which center on defense and security cooperation. “We continue—India and the United States—to deepen our partnership, to deepen our collaboration on everything from emerging technologies to defense to people-to-people ties, as well as our shared diplomacy to try to advance an Indo-Pacific region that’s free, that’s open, that’s prosperous, that’s resilient,” Mr. Blinken said....

A seed producer has paid a $280,000 fine to the state of Arkansas for failing to report that the Chinese regime owns a stake in the company, Arkansas Attorney General Tim Griffin said on Thursday. Syngenta Seeds LLC, a Switzerland-headquartered producer of genetically modified crop seeds, owns about 160 acres of farmland in Arkansas’ Craighead County through a subsidiary, Northrup King Seed Co., according to the attorney general’s office. In 2015, agrochemical giant Monsanto made a bid to purchase Syngenta, but that bid fell through. The company was then approached by state-owned China National Chemical Corporation, also known as ChemChina, and a purchase was finalized in 2017. Five years later, the U.S. Department of Defense added ChemChina to its list of “Chinese military companies” operating in the United States....
